How can Félicien Kabuga be living in France?

Félicien Kabuga, one of the most wanted suspects in the Rwandan genocide, has been arrested near Paris in France.

Mr Kabuga had been living under a false identity in Asnières-sur-Seine.
 is alleged to have been the main financier of the ethnic Hutu extremists who killed 800,000 people in 1994 in the Rwandan genocide. The now turned 84-year-old had been on the run for 26 years, and a had a $5 million bounty from the US for information leading to his arrest.

How come he was in France for probably all this time and no one knew about him.

      Some believed that he was living in Kenya. It was not a surprise that he was in France, probably, all this time.

      However, those who have a basic understanding of the 1994 genocide in Rwanda, they would know that France was the prominent supporter of the Hutu group. Félicien Kabuga also belongs to the Hutu ethnic group.

      France openly backed the Hutu-led government of Juvénal Habyarimana against the Tutsi-dominated Rwandan Patriotic Front, which since 1990 were engaged in restoring the rights of Rwandan Tutsis.
